    * basically, each region need a election for member/members of SMC and GRC
    * SMC means single MP (member of parliament) representing the interests of the regional residents
    * GRC means multiple MPs (as a group of 3-6) representing the interests of the regional residents
    * which region use SMC or GRC depends on region size, also as reflected in the election map
